In this paper, the use and impact of evaluation results for innovative change in VET processes and institutions, using data and experiences from the programme evaluation of the VET-programme "New Learning Concepts in the Dual Vocational Education and Training" These evaluations have been recently finalised and look at the impacts of over 20 pilot projects on curriculum re-design and teaching/learning processes throughout Germany.

The aim of this paper is to explore the grounds for European research and development dialogue (R&D dialogue) on “regional development, action-oriented research and new innovation agendas”. In this context the paper provides a picture of mutual learning and knowledge development in the preparatory phase of national project development and of trans-national cooperation. The concluding reflections summarise the starting points for the European R&D dialogue in the round table and discuss the role of different working perspectives in the future development of Regional Network Development tools (ReNeDe-tools). Brian Dillon from NEXUS, Dublin explains the function and purpose of SPEAK system in order to demonstrate a formative evaluation of local community projects in the Irish Republic. SPEAK supports strategic planning for managers and community actors by producing information to make informed decisions; evaluation by ongoing internal reviews; cross project periodic assessments; facilitation for external inputs ; knowledge development by networking based on sharing information between projects, counties, regions and themes.
