Leggate, H. (2004) ‘The Future Shortage of Seafarers: Will it become a Reality?’, Maritime Policy and Management 31(1): 3-13.

Editorial Comment:

Abstract: This article talks of future shortage of seafarers in shipping industries. Paper begins with an analysis of the supply position followed by estimates of seafarer demand. It also considers the regional trends and divisions between senior and junior officer, and measures to improve recruitment in maritime areas. A recent report by the International Commission on Shipping, listing the ten top labour supplying countries is discussed. The Philippines provides the large number of seafarers. Figures showing the deployment statistics based on contracts processed by the Philippines' Overseas Employment Administration indicated a four-fold increase in seafarers. The recruitment and retention problems are clearly recognized by some of the nations, which are adopting measures to address the issue.
