Future skills and workforce development
Future skill needs are characterised by an expansion in staff numbers, but at the same time substantial changes in the skill mix will take place to achieve a more flexible, competence based workforce.
Key drivers impacting on future skill needs include: changes in health care delivery; technological changes; more knowledgeable and empowered consumer; modernisation of careers; and demographic changes impacting on both demand for health care services and labour supply.
In terms of generic skills, the vast majority of employers (in England) with health or social welfare associate professionals and caring personal services occupations on their payroll, expect no changes in a range of skills. Some indicate that increased IT user skills and management skills will be required in both occupational groups.
High priority skills required in the future include:
- patient handling skills
- management and leadership skills
- team working skills
- basic skills
- communication/language skills
- IT and administrative skills
- professional and specific skills
In Wales, the health sector workforce will, in the future, need at a high or advanced level: understanding patient needs; communication; and team working.
Following the recent introduction of a new NHS Knowledge and Skills Framework (KSF), linked to pay progression, competences will become more important in future. The KSF specifies the knowledge and skills each post holder will need to apply when appointed and promoted. The 30 specified competences are seen as vital to achieving a more flexible workforce.
The UK Workforce Hub is currently embarking on a FutureSkills project which investigates skills shortages and skills gaps in the voluntary sector. As part of this report, separate data for the voluntary health care sector will become available in 2007.
