Is the current career's advice system failing many young people by pushing increasing young people into University?

Is this a Governmental problem or a career guidance problem?
"The current career's advice system is failing many young people by pushing increasing numbers into university" The British Chamber of Commerce, 17 August 2004 From observation and practice do you agree with this point? There is concern that the Government is is still focusing on getting 50% of young people into Higher Education, at the expense of supporting vocational schemes. Do you think vocational and academic learning are presented as equal options to young people?
