For better or worse?

If the content of the TES article (28/01/05) is to be believed, Connexions will cease to be in the near future.  One replacement model proposed involves a split budget with 60% of the current funding allocated to the Children's Trust to develop a 'teenage arm', with the remaining 40% under the control of Local Authorities with schools and colleges having direct budget control.

There are both advantages and disadvantages with such a model, with everything to play for.  I'd be interested to see if anyone feels this might represent a better model than what we have at present.  Equally, what are the main disadvantages?
