How easy does a business (or even a sector) find it to articulate "the skills they need." Second, if careers services play only a marginal role in skills development then surely it is hard to judge them according to this criterion. Third, education may deliver the skills, and careers services deliver the people, but business for a variety of reasons may not then use the people or skills effectively (as in some areas of health care) so skill shortages remain. Does not such an argument, never mind the issue of wages, undermine the case for a purely reactive response by careers services?
